The National Habeas Institute team is working to solve two problems: (1) the failure of the American legal system to recognize the importance of legal counsel to assist a detained person who wishes to challenge their confinement or sentence; and (2) the lack of qualified attorneys to provide the necessary assistance.

Because there are few standards or practice guidelines for pursuing habeas corpus claims, the National Habeas Institute studies the practical and ethical issues that habeas lawyers face and develops recommendations.
While developing and disseminating new guidelines specific for habeas law, the National Habeas Institute will educate law students and practitioners about the standards of practice for asserting claims in habeas corpus cases.
Lawyers at the National Habeas Institute exemplify the standards they create by litigating challenging cases and participating in systemic reform efforts.
